Paul writes to his co-worker Titus expressing his concern for the churches in Crete. He instructs Titus to appoint elders in every church in order to for them to encourage the churches in the truth, refute error and in so doing provide an environment for the churches to flourish in their devotion to God, their devotion to one another and their devotion to doing good.
